If there are 15 raters, why don’t the blue and orange add up to 15?

The front page of the report shows 15 raters, including the boss. However, on most items there are not 15 symbols.

Each rater has 4 possible responses: Strength, Development Need, Don’t Know, or Does Not Apply. If a rater answers Don’t Know or Does Not Apply, no score is added to that question for that rater.
